The Department of Energy (DOE) on Thursday said the onslaught of Typhoon Egay has caused widespread damage to the power sector.
In its energy situation report of as July 27 morning, the DOE said at least nine power generation plants experienced outage “due to outside management control, specifically transient line fault caused by the strong winds, clogged intake due to flash floods, and/or flushing of accumulated silt.”
The Energy Department said the following are yet to resume normal operations:
- Lon-oy Units 1-4 (Bakun, Benguet)
- Labay Units 1-4 (Bakun, Benguet)
- Ampohaw Units 1-3 (Sablan, Benguet)
- Bineng 3 Unit 1 (La Trinidad, Benguet)
- La Trinidad Units 1-2 (La Trinidad, Benguet)
- Irisan 3 Units 1-3 (Tuba, Benguet)
- Irisan 1 Unit 1 (Tuba, Benguet)
- Sal-angan Units 1-4 (due to NGCP 23kV transmission line fault) (Itogon, Benguet)
- NLREC Caparispisan Wind (tripping of 115KV TL due to detached connection of TLA at towers CL126 and CL161) (Pagudpud, Ilocos Norte)
The DOE also reported that there are three electric cooperatives (ECs) that are experiencing total power interruption due to manual shutdown and tripping of National Grid Corp. of the Philippines (NGCP) lines, with ongoing assessment of damage to the distribution lines and restoration efforts.
The three ECs are in Region I – Ilocos Norte Electric Cooperative Inc. (INEC) and Ilocos Sur Electric Cooperative, Inc. (ISECO) – and CAR — Abra Electric Cooperative (ABRECO).
Meanwhile, there are 12 ECs experiencing partial power interruption, with ongoing restoration efforts in progress, according to the DOE. These are the following:
Region I
- La Union Electric Cooperative, Inc. (LUELCO)
- Pangasinan I Electric Cooperative (PANELCO I)
Region II
- Batanes Electric Cooperative, Inc. (BATANELCO)
- Cagayan I Electric Cooperative, Inc. (CAGELCO I)
- Cagayan II Electric Cooperative, Inc. (CAGELCO II)
- Isabela I Electric Cooperative, Inc. (ISELCO I)
CAR
- Benguet Electric Cooperative (BENECO)
- Ifugao Electric Cooperative, Inc. (IFELCO)
- Kalinga-Apayao Electric Cooperative, Inc. (KAELCO)
- Mountain Province Electric Cooperative, Inc. (MOPRECO)
Region III
- Nueva Ecija I Electric Cooperative, Inc. Area- 1 (NEECO II-A1)
Region VIII
- Leyte III Electric Cooperative, Inc. (LEYECO III)
As to transmission facilities, the following are unavailable:
- ABRA – San Esteban-Bangued 69 kilovolt (KV) Line; Date/Time Out: July 26, 2023 / 12:28 a.m.; customer affected: ABRECO
- BENGUET – Itogon-Ampucao 23kV Line; Date/Time Out: July 26, 2023 / 12:32 a.m.; Customer affected: BENECO
- ILOCOS SUR -Bantay-Sto. Domingo 69kV Line; Date/Time Out: July 26, 2023 / 4:16 p.m.; Customer Affected: ISECO
The DOE said that seven transmission lines are already energized.
The agency said the NGCP has mobilized its line crews and is conducting restoration activities in areas already accessible.
The the following ECs reported momentary power interruption and are now back to normal operations:
- Central Pangasinan Electric Cooperative, Inc. (CENPELCO)
- Isabela II Electric Cooperative (ISELCO II)
- Nueva Vizcaya Electric Cooperative (NUVELCO)
- Aurora Electric Cooperative, Inc. (AURELCO)
- Nueva Ecija II Electric Cooperative, Inc. Area – 2 (NEECO II-A2)
- Zambales I Electric Cooperative, Inc. (ZAMECO I)
Also back to normal operations, which were previously reported with partial power interruption, are the following:
- Tablas Island Electric Cooperative Inc. (TIELCO)
- Masbate Electric Cooperative, Inc. (MASELCO)
- Batangas II Electric Cooperative, Inc. (BATELEC II)
For Manila Electric Company, the DOE said distribution lines and facilities are under normal operations.—LDF, GMA Integrated News
