UP Law associate dean: Cha-cha could be used to address flood control mess

The raging flood control mess and the loss of billions of public funds were lost to ghost or substandard projects should prompt members of Congress to push for Charter change (Cha-cha) to address the systemic failure in governance, a University of the Philippines law professor said on Wednesday.
